11월 조지아주 하원 의원에 도전하는 재미동포 미쉘 강 후보
“한인사회 경제력 바탕, 이제 정치력 신장으로”

“현대, 기아, SK 배터리, 한화큐셀 등 한국기업들이 조지아주 경제와 고용에 지대한 공헌을 하고 있습니다. 더불어 한인사회 위상도 높아졌어요. 이에 맞춰 한인사회의 정치력 신장도 이루어져야 하겠습니다.” 오는 11월 대통령 선거와 함께 치러지는 조지아주 하원 99지역구 선거 민주당 후보로 출마하는 미쉘 강을 지난 10일 <아틀란타 뷰티트레이드쇼>에서 만났는데, 그는 출마의 동기를 이렇게 얘기했다.
“Georgia has Korean companies that make significant contributions to the state’s economy and employment. Among them are Hyundai, Kia, SK Batteries, and Hanwha Q Cells, which have established factories locally. With the expansion of Korean businesses, the status of the Korean community has also risen. Accordingly, the political influence of the Korean community should also be strengthened.”
These are the words of Michelle Kang, a Democratic candidate running for Georgia House District 99. She is running in the local elections, which will be held alongside the presidential election in November. I met her at the Beauty Trade Show on March 10th.
강 후보는 대학(중앙대 영어영문과)를 졸업하고, 20대 중반인 1992년 미국으로 이주, 32년째 조지아주에 거주하고 있다. 이민 1세대이자, 딸 셋을 둔 엄마다. 43세에 조지아대학(UGA)에서 공공행정학으로 석사학위를 취득하고, 비영리단체에서 꾸준히 사회 활동을 해 왔다. 애틀란타 아시안증오범죄방지위원회 창립 멤버이자 사무총장으로, 한인회, 민주평통, 한인상공회의소, 동남부한인회연합회 임원으로도 봉사했다.
“제가 출마하는 99지역구는 스와니, 둘루스 서북쪽, 슈가 힐 남쪽을 포함하는 지역으로 여성 53%, 아시안 33%, 흑인 14%, 히스패닉 10%인 소수계 인종이 다수인 지역구입니다.“ 강 후보는 이런 이유로 ”당선 가능성이 높다“고 자신감을 표했다. 특히 ”조지아주 경제와 고용에 조지아주 경제와 고용에 아시안계 소수인종, 특히 여성 이민자로 살아온 어려움을 경험한 사람으로서, 인종, 민족, 출신국가에 상관없이 누구나 공평하고 공정하게, 공공정책/프로그램 서비스의 혜택을 누리도록 일하겠다.”고 덧붙였다.
Kang graduated from Chung-Ang University with a degree in English Literature and Language and has been living in Georgia for the past 32 years since immigrating to the United States in 1992. She is a first-generation immigrant and a mother of three daughters. At the age of 43, she obtained a master’s degree in Public Administration from the University of Georgia (UGA) and has been consistently involved in community service. She served as a founding member and secretary-general of the Atlanta Korean American Committee Against Asian Hate, as well as volunteering for organizations such as the Korean American Association of Greater Atlanta, the Atlanta Korean American Chamber of Commerce, and the Federation of Korean Associations Southeast USA.
“I am running in District 99, which includes Suwanee, northwest Duluth, and southern Sugar Hill. It is made up of a diverse voter base, with women accounting for 53%, Asians 33%, Blacks 14%, and Hispanics 10% of the minority population.” Introducing herself in this way, Kang added, “There is a high possibility of winning.” She said, “As someone who has experienced the difficulties of being an Asian immigrant, especially as a woman, I am committed to working for fair and just public policy programs and services, regardless of race, ethnicity, country of origin, or social class.” She then proceeded to answer questions.
Q. 후보자의 남다른 강점은 뭐라고 생각하나?
A. 나는 한국어를 모국어로 쓰고 있는 미국 정치인으로 한인 정서, 문화, 역사를 누구보다 잘 아는 이민자 후보다. 따라서 조지아 한인사회에 대한 특별한 비전을 가지고 있다. 민주당이든 공화당이든 정당과 상관없이 동포사회에 이득이 된다고 생각하는 일이라면 이를 위해 최선을 다할 것이다. 나의 공화당 상대 후보는 백인 남성이다. 그가 지난 1년 3개월간 찬성표를 던진 법안을 보면 백인 부유층에게 유리한 법안에 주로 투표했음을 명확히 알 수 있다. 다양한 인종이 사는 이 지역을 대표하는 정치인임에도 불구하고 백인 부유층들의 이익만을 위해 투표한 것이다. 나는 그런 편협한 정치가 아니라 다양한 인종이 공존하는 평화로운 공동체를 만드는데 앞장 서겠다. 특히 내가 당선되면 한인 후세들의 정계 진출의 밑거름이 되고자 한다. 현재 4명의 한인 인턴을 선거 캠프에 합류시켰다. 하원에 입성하면 한인 2세, 3세를 보좌관과 인턴으로 영입할 생각이다.
Q. What do you think are the candidate’s strengths?
A. As a U.S. politician who can speak in Korean, I understand the sentiments, culture, and history of Korea well. I also have a special vision for the Korean community in Georgia. The opposing Republican candidate is a white male. Despite being a representative of a district with a diverse racial makeup, he has only voted for the interests of wealthy white people. I will lead the way in creating a peaceful community where people of various races coexist. When I am elected, I also want to lay the groundwork for future generations of Korean Americans to enter politics. I have brought four Korean American interns into the campaign. When I enter the House, I plan to hire second and third-generation Korean Americans as staff and interns.
Q. 한국에서 대기업들이 조지아주에 이미 상당히 진출했고, 특히 많은 재미동포들이 아틀란타 쪽으로 이주하면서 한인 비즈니스업계가 상당히 커지고 있다. 당신이 당선된다면 한인 경제에도 많은 도움이 될 것으로 기대된다.
A. 그렇다. 나는 재미 한인 정치인으로서 동포 비즈니스업계를 돌 볼 의무가 있다. 특히 한인 동포 및 이민자 비즈니스를 활성화하는 것 또한 본인 선거 공약중 하나이다. 예를 들면 다수의 한인동포들이 종사하면서 지역 경제 활성화에 큰 역할을 하고 있는 뷰티서플라이 업계에 대한 관심이 많다. 느슨한 총기규제를 비롯한 다양한 이유로 그분들의 사업장이 범죄에 노출되어 있다는 것도 잘 알고 있다. 지역 경찰력 강화 법안 상정 등을 통해 치안 문제에 실질적으로 도움이 되도록 하겠다. 또한 조지아에 진출한 한국 기업들에게도 도움이 되는 일이라면 최선을 다할 것이다.”
Q. Large Korean companies have already made significant inroads into Georgia, and with many Korean Americans moving to the Atlanta area, the Korean business community is growing significantly. If elected, it seems that you will also be helpful to the Korean economy.
A. I believe, as a Korean American politician, I must look after the Korean business community. Supporting Korean and immigrant businesses is also one of my priorities. For example, there is a lot of interest in the beauty supply industry, which plays a significant role in revitalizing the local economy, and I am aware that their businesses are exposed to crime for various reasons, including loose gun regulations. I will do my part to make a real contribution to public safety by presenting bills to strengthen local policing. I will also work to help Korean companies build relationships with government entities and companies in Georgia.
강 후보는 아시안 아메리칸 액션 펀드 (AAAF)의 조지아주 한인 유권자 디렉터로 크게 활약한 바 있다. 2020년, 젊은 유권자와 아시안들이 투표에 적극적으로 참여하도록 함으로써 존 오소프의 연방상원 당선에 크게 기여한 바 있다. AAAF는 특히 한인 유권자들이 오소프 후보 당락에 큰 영향력을 끼칠 수 있는 유권자 그룹임을 인식하고, 한인 커뮤니티가 민주당 후보를 지지할 수 있도록 강 후보에게 전권을 주었었다. 2022년에는 라파엘 워녹 상원의원 후보 선거 캠프에서 일하면서 각 인종, 국가 특성과 정서, 문화에 맞는 창의적인 이벤트들을 기획하고 진행하여 그의 당선에도 큰 역할을 했었다. 강후보는 이런 경력을 통해 “민주/공화 양당의 지지율이 매우 팽팽한 조지아주에서 한인 및 아시안 유권자들이 각종 선거에서 스윙 보터가 될 수 있음을 실감했다“면서 “자신의 의회 진출이 한인사회에 매우 중요하다”고 강조했다.
Kang previously served as the Korean American Constituency Director for the Asian American Action Fund (AAAF). In 2020, she contributed to Senator Ossoff’s Congressional senate election by encouraging young voters and Asians to vote. Knowing that Korean American voters can have a significant impact on Senator Ossoff’s candidacy, the AAAF gave full authority to Candidate Kang to support Democratic candidates in the Korean community. In 2022, while working at Senator Raphael Warnock’s campaign, she planned and implemented creative events tailored to each race, nationality, and cultural characteristic, playing a significant role in his election. Through these experiences, Kang said, “In the highly competitive state of Georgia, I knew that Korean and Asian American voters can be swing voters in various elections” and emphasized that “Korean representation in politics is very important for the Korean community.”
미쉘 강후보는 2023년에는 조지아 아시안 타임즈에서 선정한 영향력있는 아시안 25인, United Pan Asian American Chamber of Commerce가 수여한 뛰어난 아시안상, 바이든 대통령 봉사상, 미쉘 아우 조지아 주하원이 선포한 지역봉사자 & 리더 Proclamation 등을 수상했다.
Kang was awarded as one of the most influential Asians by the Georgia Asian Times in 2023, received the Outstanding Asian Award from the United Pan Asian American Chamber of Commerce, the Biden Presidential Volunteer Service Award, and the Proclamation for Leadership from House Representative Michelle Au.
